'By The Web Witch'
Here is a list of the programs that I used to create this site. All are free and most likely already installed on your PC. Since this is an 'experiment' in learning Web Dev absolutely free, no purchase of programs or course materials have been required, so far.
Obviously, if and when you start creating bigger and more dynamic sites, you will want them to be more asthetically pleasing and will probably want to use a picture editing program like Photoshop.
Notepad
Yes! Just plain old boring notepad. There are alot of HTML editors available but I believe the best way to learn is with a basic program that doesn't do half of the work for you.
Google Chrome
There are many browser types available and the choice is a personal one, but IE seems to be one of the lesser chosen browsers, as it supports far less than others for Web Development.
Free Image Editors
I haven't used Image Editors before and just wanted a small decorativepiece for the header. So I went out looking for one. I ended up downloading Gimp 2.8 from www.gimp.org to try and ended up making a title for witchurst.com's "The Experiment".
I haven't used any other editors, but I suggest you shop around to get a program that suits your purpose.

Note: This list of programs will grow as I progress in my studies. I will endeavour to update it regularly.
Books
Hit the book stores, there are plenty of great books about learning HTML, CSS etc, ebooks or even magazines. Read about it! The more you read about web development, the more you will learn.
People
There are plenty of people brimming with knowledge and/or experience and are more than happy to share it. Ask around, friends of friends, work collegues etc.
The Internet
The web is a great resource for information, but make sure the sites you visit have up-to-date information, web development is constantly evolving and trends change.
